Resizing Function not working

I have a client whose site has some VERY large images. I'm very interested in the resizing function along with the optimization.

I've tried setting the image resizing to 1500px. Then I've gone in and tried to optimize the image. It says it achieved around 31% optimization, but the image hasn't been resized at all.

Is there something I need to make the resizing function happen?
